Prior to the adoption of Ord. 2383 on 07/18/2005, Section 15.09.020 read as follows.

    The regulations contained in this code are intended to protect the public health, safety and welfare in all existing single-family and multi-family rental dwelling premises by establishing minimum requirements and standards for such structures, uses, premises, buildings, equipment, and facilities for light, ventilation, space, heating, sanitation, protection from the elements, life safety, safety from fire and other hazards, and for safe and sanitary maintenance; fixing the responsibility of owners, operators, and occupants; regulating the occupancy and use of existing rental dwelling structures and uses and existing rental dwelling premises, and providing for administration, enforcement and penalties.
